FORMATION OF NEW INFRASTRUCTURE OF INFORMATION SUPPORT OF THE SYSTEM OF LAND ADMINISTRATION IN UKRAINE

У статті акцентовано увагу на формуванні нової інфраструктури інформаційного забезпечення системи адміністрування землекористування в Україні, здатної забезпечити використання геопросторових знань для прийняття управлінських рішень у просторово-орієнтованому середовищі. Доведено, що розбудова системи адміністрування землекористування вимагає інтеграції національної інфраструктури геопросторових даних як платформи її інформаційного забезпечення з метою формування гепросторових знань про землю та інші природні ресурси, земельні ділянки та права на них, а також дозволений режим землекористування. Акцентовано увагу на необхідності використання інфраструктури геопросторових даних як інформаційної бази даних системи адміністрування землекористування, що виступатиме основою для створення інтегрованого геоінформаційного простору для надання геопросторових послуг та прийняття на їх підставі ефективних управлінських рішень.[||]The article focuses on the formation of a new infrastructure for information support of land administration system in Ukraine that can ensure the use of geospatial knowledge for management decisions in a spatially oriented environment. The principles of good governance as a key factor in the formation of an effective system of land administration are analysed. Considering the importance of land cadastre for the formation of information infrastructure of land administration system, its impact on the transformation of land administration system has been studied. It was found that the created and implemented electronic land cadastre system has an extremely high potential in ensuring the formation of "e-government", and thus the provision of electronic administrative services in the land sphere in Ukraine. It is determined that these services should be focusing on increasing transparency in land relations, supporting citizens in the implementation of civil law agreements on land and property rights, and strengthening civil control over land use in Ukraine.
It is proved that the development of land administration system requires the integration of national geospatial data infrastructure as a platform for its information support in order to form geospatial knowledge about land and other natural resources, land and property rights, and land-use regime. It is emphasized the need to use geospatial data infrastructure as an information database of land administration system, which will serve as the basis for creating an integrated geographic information space for the provision of geospatial services and making effective management decisions based on them. It is determined that the provision of geospatial services contributes to the formation of comprehensive information about land plot, which includes datasets of all objects above and below the earth's surface, related rights and restrictions, as well as links between them. Such an approach will ensure the use of geospatial knowledge in order to increase the efficiency of management decisions and promote sustainable development in Ukraine.
