The contents and tasks of the state authorities’ activity coordination when performing control in the oil-and-gas sector are substantiated. Principle forms of governing authorities’ coordination are considered. Proposals to improve coordination between the law enforcement agencies and governing authorities are settled.

DEVELOPMENT OF STATE FINANCIAL CONTROL IN UKRAINE AS A FACTOR OF INTEGRATION TO  EU  AND TOOL OF OVERCOME ECONOMIC CRISIS

Розглянуто розвиток державного фінансового контролю в Україні згідно міжнародних вимог і стандартів як чинника інтеграції та ЄС та інструменту подолання кризових явищ в економіці. Досліджена взаємодія України з Міжнародною організацією вищих органів фінансового контролю
 
State financial control is not only a system of independent feedback that gives the state and the public objective information about the real state of affairs, but, above all, its instrument of economic modernization, to effectively and efficiently influence the processes of economic development because of its universal and special purpose in the community. Also state financial control can be used in dealing with the economic crisis, which is inherent in Ukraine. In modern terms, depending on the specificity and forms of government, national traditions state financial control in foreign countries differently based. In last years there has been a close cooperation between Ukraine and the European Union. Integration Ukraine into the European financial system leads to harmonization of standards and requirements for financial control. Abroad for higher external financial control bodies responsible for auditing public finances (income and expenditure), to ensure financial integrity and accountability of the state system. A striking example of state financial control is the European Union, the system of financial control is discussed in the article. An important step in the development of public financial control in Ukraine was joining the Accounting Chamber of Ukraine into INTOSAI. It is clear that direct copying foreign experience is not always possible, but Ukrainian auditors have the opportunity to study international best practices for government audit, introduce modern forms and methods of auditing in their activities, share information, and expand their professional relationship. To date, the Accounting Chamber of Ukraine has signed bilateral cooperation agreements with 22 State Audit Institutions. In these agreements also included consultation, exchange of methodologies and standards of public audit procedures and methods, improving audit systems and accountability, transparency in the formulation and implementation of public policy, training and retraining of civil servants and coordinated check on matters of mutual interest. The main priorities of the Accounting Chamber of Ukraine in the coming years to overcome the financial and economic crisis.

EUROPEAN INTEGRATION IS A STRATEGIC PRIORITY OF FOREIGN POLICY OF UKRAINE

У статті проведено аналіз стану реалізації стратегічного пріоритету зовнішньополітичної діяльності України. Доведено, що за сучасних умов державності України європейська інтеграція є ключовим зовнішньополітичним пріоритетом держави. Визначено, що європейський вибір України зумовлює необхідність успішної реалізації завдань щодо поступової інтеграції держави до європейського співтовариства задля політичної стабільності, розбудови української держави на демократичних правових засадах, забезпечення ефективної реалізації національних інтересів та повноправної участі України у європейських структурах безпеки. Встановлено проблеми, що перешкоджають успішної реалізації стратегічного курсу України на європейську інтеграцію.
 
In the article the analysis of the status of implementation of the strategic priority of foreign policy of Ukraine. It is proved that in modern conditions of statehood of Ukraine's European integration is a key foreign policy priority for the government. It is determined that the European choice of Ukraine necessitates the successful implementation of tasks by the gradual integration of the state in the European community for the sake of political stability, development of the Ukrainian state on democratic principles that ensure effective implementation of national interest and full participation of Ukraine in the European security structures. Have problems hindering the successful implementation of the strategic course of Ukraine towards European integration.

DEFINITIONS AND CONCEPTUAL POINTS ENVIRONMENTAL MANAGEMENT IN THE GOVERNMENT

У статті розглядаються теоретико-методологічні аспекти екологічного управління, екологізованого менеджменту. Розроблено понятійно-категоріальний апарат та концептуальні положення екологічного менеджменту.

The article examines the theoretical and methodological aspects of environmental management. Conceptual assertion of environmental management has been developed.
In a global situation of increasing demand for water, land, and biodiversity, new environmental management principles are emerging. The dissemination of the concept of integrated management used in natural environment management is also being applied today to anthropized environments, recognizing the primary role of human activity in constructing and maintaining landscapes, and the importance of user participation and cooperation in environmental conservation and planning projects.
We know that all organizations and people have some impact on the environment. Office-based organisations use considerable amounts of paper and office consumables. People consume large amounts of electricity and gas for lighting, heating and cooling and travel many kilometers by road and air. Many businesses and Ukrainian government agencies are now beginning to examine the impacts that their day to day operations have on the environment and identify ways to reduce these impacts.
The current Ukrainian Government policy on the usage of environmental management systems is that government agencies are encouraged to develop and implement an environmental management system for at least one of their sites.
An Environmental Management System is a structured system or management tool designed to help an organisation to reduce its negative impacts on the environment and improve its environmental performance. The system can also provide a methodical approach to planning, implementing and reviewing an organization's environmental management. Implementation of an Environmental Management System involves an organisation taking the following steps: devise a policy that articulates the organisations environmental commitments; appoint an environmental manager or management team responsible for the ongoing coordination of the EMS; identify the organization's significant environmental aspects; identify legislative and regulative requirements relevant to the organisations environmental aspects; establish environmental objectives and targets; implement programs to achive those objectives and targets; monitor and measure progress towards achieving those objectives and targets; take steps to continually improve the effectiveness and efficiency of environmental management; strategically review the continuing effectiveness of environmental management within the organisation.
So, Environmental management is the management of interactions between humans and the environment. There are laws on both the national and international levels that govern the effects of business on the environment.
Environmental management is a means of assessing the area for human safety and repairing any damage by planting vegetation and cleaning polluted water discharges. Environmental management agencies issue impact statements about various programs and studies. Environmental management committees form groups to assess risk to humans and ecological systems when there is interaction between them.
