GULATION IN THE PROVISION OF RECREATIONAL SERVICES OF LOCAL SELF-GOVERNMENTS AUTHORITIES
В статті досліджено місце регулювання в системі управління територіями, реалізації такої основної функції як надання рекреаційних послуг органами місцевого самоврядування. Узгодженість дій органів місцевого самоврядування для задоволення спільних потреб територіальних громад через встановлення між ними гармонійних зв’язків досягається на основі раціональності, чіткої взаємодії виконавців, оперативності й надійності має здійснюватись на засадах міжмуніципального співробітництва.
Потреба природного динамічного розвитку органів місцевого самоврядування вимагає сьогодні впровадження регулюючих систем на засадах міжмуніципального співробітництва, що викликано появою нових спільних потреб, нових завдань управління, переходом системи в новий стан під впливом внутрішніх і зовнішніх чинників. Важливим є застосування підходів та принципів теорії організації до побудови структури системи співробітництва та її елементів.
In the article researched place of adjustment in control system of the territories, the implementation of such basic functions as providing recreational services by local self-government authorities. Coherence of local governments for satisfaction common needs of local communities through the establishment harmonious relations between them is achieved on the basis of rationality, a clear interaction between performers, efficiency and reliability should be carried on the basis of intermunicipal cooperation.
The need for natural dynamic development of local self-government today requires the introduction of regulatory systems on the basis of intermunicipal cooperation, which is caused by the emergence of new common needs, new tasks management system, transition to a new state under the influence of internal and external factors. It is important to use approaches and principles of organization theory to build a structure of the system intermunicipal cooperation and its elements.

У статті досліджено сутність та змістовні складові функціонування інституту кураторства в системі вищої освіти. Акцент дослідження зроблено на аналізі специфіки реалізації виховної функції інституту кураторства. Висвітлено функції куратора та виявлено актуальні напрями удосконалення механізмів державного регулювання в сфері освіти. Визначено сучасні тенденції розвитку інституту кураторства в Україні. Наголошено на необхідності удосконалення механізмів державного регулювання та залучення органів державної влади та місцевого самоврядування до розробки та впровадження загальнонаціональних програм розвитку духовно-морального та патріотичного виховання студентів вищих навчальних закладів. Зроблено висновок, що організація інституту кураторства залишається здебільшого другорядним завданням для системи вищої освіти, проводиться недостатньо заходів в напрямі морально-духовного виховання студентів, а контроль за виконанням кураторами своїх функції потребують ґрунтовного реформування, вдосконалення та підтримки з боку органів державної влади та місцевого самоврядування.
The article explores the nature and aspects of functioning of the supervision institute in higher education system. The study's emphasis placed on the analysis of the specifics of implementation the educational function of an Institute of curators. We’ve covered a function of the curator and identified actual ways of improvement the mechanisms of state regulation in the sphere of education. We’ve determined the modern tendencies of Institute’s development of curators in Ukraine. We’ve noted the necessity of improvement the mechanisms of state regulation and the involvement of public authorities and local governments to creation and implementation the national wide development programs of spiritually-moral and patriotic upbringing of students of higher educational institutions. It is concluded that the organization of the supervision institute remains mostly a secondary task for the higher education system, there aren’t sufficient provided steps in the direction of moral and spiritual upbringing of students and the monitoring of performance by supervisors of their functions requires the fundamental reforms, improvement and support of public authorities and local self-governments.

У статті проведено історичний аналіз становлення Державної пожежної охорони та її ролі у формуванні системи цивільного захисту України. Зазначено, що пожежна небезпека найдревніша загроза із якою стикається людство. Установлено, що на теренах України пожежна охорона має тисячолітню історію становлення і розвитку. Наголошено, що історія розвитку пожежної справи безпосередньо пов’язана із необхідністю запровадження заходів державного регулювання відповідному до існуючого, у кожний історичний період, рівня суспільної небезпеки, пов’язаного із загрозою пожеж, а також громадсько-політичного та соціально-економічного розвитку суспільства. Доведено, що переламним етапом в системі розвитку державної пожежної охорони стала аварія на ЧАЕС, ліквідація наслідків якої чітко встановила вагомість служби в системі державної безпеки. Запропоновано нові історичні періоди формування і розвитку пожежної охорони.
In the article a historical analysis of the formation of the State Fire Service and its role in the formation of the civil protection system of Ukraine was conducted. It is noted that fire danger is the oldest threat faced by mankind. It has been established that in Ukraine, fire protection has a thousand-year history of formation and development. It is stressed that the history of the development of the fire is directly related to the necessity of introducing measures of state regulation corresponding to the existing, in each historical period, the level of public danger associated with the threat of fires, as well as socio-political and socio-economic development of society. It was proved that the Chernobyl accident was a turning point in the system of development of state fire protection, the liquidation of which consequences clearly established the importance of the service in the system of state security. New historical periods of formation and development of fire protection are offered.

COMPONENTS OF LONG-TERM COOPERATION OF TERRITORIAL COMMUNITIES IN UKRAINE
Досліджено нормативно-правовий регуляторний механізм діяльності териоріальних громад та їх взаємодії між собою. Виявлено підходи, елементи та механізми залучення територіальних громад до співпраці. Акцентовано, що нормативно–правова база впливає на діяльність співпраці територіальних громад. Визначено ієрархічність детермінант міжтериторіального співробітництва громад на сучасному етапі становлення реформи децентралізації. Розглянуто причини та форми об’єднання територіальних громад та нормативно-правова підтримка цих кооперацій. Надано принципи збалансованого розвитку та оптимізації фінансових ресурсів співробітництва територіальних громад. Обумовлено шляхи розвитку в сфері перманентних складових утворення системи співробітництва територіальних громад в Україні. Підкреслено диспропорції формування співробітництва територіальних громад, що призводить до конфліктних ситуацій, визначення рівня компетенцій та відповідальності. Зазначено спільний шлях розвитку всіх територіальних громад України, як єдиного базису реформи. Розроблено модель реалізації співробітництва між територіальними громадами. Доведено значущість рівня компетентності в планувані спільної діяльності територіальних громад.
Legal regulatory mechanism of territory communities and their interaction with each other have been studied. Approaches, elements and mechanisms of territorial communities cooperation have been discovered. The attention to the regulatory framework affecting the activities of cooperation of local communities has been paid. The hierarchy determinants of interterritorial community cooperation at the present stage of decentralization reforms has been defined. The reasons and forms of association of local communities and regulatory support of these cooperations have been considred. The principles of sustainable development and optimization of financial resources of local communities cooperation have been presented. The ways of development in the field of permanent education system components cooperation of local communities in Ukraine have been explained. Disparities of cooperation of local communities, which lead to conflict situations, determining the level of competence and responsibility have been highlighted. A common way of development of local communities in Ukraine as the only basis of reform has been indicated. The model of implementation of cooperation between local communities has been developed and presented. The importance of competence in planning joint activities of local communities has been proved.
